Take the battery out of your Dell and try it simple English from the mains, if it works ok like that you need a new battery.
If it doesn`t drudgery, you likely need a new charger or you have a faulty charging jack (the part that the charger plugs into on your laptop.

and the battery may be out, the charger may also be dead, one of the wires of the charger may be disconnected, the charging circuits may be dead, you may not have mains in the very infuriate socket you're trying... just to name a few reasons. now go and guesstimate.

Sounds like you lack a new battery. Most batteries have a set lifespan. My old macbook pro's battery had a lifespan of about 3500 charges before it renounce holding a charge.
